7.5 minutes down: Police shot a man, then let him bleed

Crosscut - "Che Taylor lay bleeding on the pavement for nearly eight minutes without medical attention after Seattle police officers shot him last Feb. 21. For at least three of those minutes, Taylor was in handcuffs and officers clearly had the area secured."
