Rebecca Brown is Consulting Expert for PDA’s LEAD Proof of Concept project. For over 20 years, Rebecca has specialized in designing cross-sector, multi-stakeholder initiatives to advance progressive justice reform at multiple intercepts of the criminal justice and juvenile justice systems. Among her other work, Rebecca designed a nationally recognized Misdemeanor Early Representation program with the Contra Costa County (CA) Public Defender’s Office; designed a public/private reentry center that has served as a replicable model for other jurisdictions; designed and managed the launch of a LEAD initiative in Contra Costa County; and led the process to end adult criminal fees and juvenile justice fees in her home county. Trained in Technology of Participation (ToP) facilitation, in restorative justice facilitation, and in nonprofit organizational development, Rebecca is also a Chartered Financial Analyst. She holds a bachelor’s degree from the University of California at Berkeley and a master’s degree from Stanford University, where she is also completing her PhD.
